David Behen

David Behen is Michigan's chief information officer and an executive-level leader of the Department of Technology, Management & Budget. He is responsible for setting strategic direction for state government technology. He previously served as CIO and deputy administrator of Washtenaw County. Additionally, Behen co-founded a software company and served as a vice-president of its parent corporation.

Under Mr. Behen's leadership, Washtenaw County twice received CIO Magazine's 'CIO 100 Award' as one of the top 100 public / private IT programs, and was named six times among the nation's top 10 digital counties. Crain's Detroit Business named Behen to its 40-under-40 list.

Gregory Nasto

Gregory Nasto is the founder and President of Mousetrap Group, LLC, a full service mobile marketing agency that develops mobile applications, communications and text marketing campaigns. A telecom and marketing veteran, Greg is a lifelong entrepreneur with an 18-year track record of achievement that includes the successful start-up of seven businesses. Prior to Mousetrap, Greg co-founded GuestMVP in 2005, the sports industry's first interactive touch-screen guest experience developed for venues' suites and club sections. Formerly a top sales and marketing performer for leading telecom providers like MCI, Allnet and LCI International, Greg leveraged that experience to launch three successful telecom start-ups including Kennon Worldwide. As co-founder of this full service telecom company that provides consulting services and technology solutions to businesses, Greg has served as its Chairman and CEO for the past 18 years.

Nicole Piggott

Nicole Piggott is the Vice-president and partner at Mousetrap Mobile LLC. Entering the company in its early stages, Nicole has played an instrumental role in the start-up and development of Mousetrap, and today leads product development and customer relations for the firm. Nicole graduated from Oakland University where she competed in Division 1 athletics, which she then pursued to a professional level in Europe. After injuries halted her athletic career, Nicole decided to pursue a more traditional profession, which led her to be 'caught in the Mousetrap'. Utilizing skills that began with her athletic career, Nicole has channeled her determination, discipline and leadership into constructing Mousetrap Mobile into one of the pioneering companies in the mobile marketing eco-system.

Buzz Brown

Buzz Brown is an innovator in developing custom software solutions for cloud computing. Buzz's customer list includes SEMCOG, General Motors, Ford Motor Company, FIAT-GM Powertrain in Turin, Italy, and Volvo Group in Gothenburg, Sweden. Most recently, Buzz has released a cloud-based database called Munetrix; a tool that analyzes fiscal distress in local units of government and school districts.

James Hartley

In 2008, James Hartley was appointed by Warren Mayor Jim Founts to implement a CitiStat model of performance management and analysis to fulfill his goal to streamline the delivery of city services. Holding a bachelor's degree in Administration from the University of Detroit Mercy, Mr. Hartley had spent 20 years in the private sector and was able to successfully meet the Mayor's challenge by utilizing his previous experience.

In the 1990's, during his time working in the lending industry, Mr. Hartley had successfully deplyed GPS-enabled mobile computers that integrated his company's database into the field, creating daily maps for field adjusters to more effectively complete their work. Using that experience, over the last three years Mr. Hartley has integrated dozens of existing database "silos" throughout the city into one low-cost data warehouse that now provides real-time data measurement. Simultaneously, he incorporated a new cloud-based city-wide CRM that allows more than 17 departments throughout the city to handle requests for service. From clerical intake to completion in the field, the City of Warren now has its first city-wide system to track service levels and performance. By moving to hosted technology inspectors, foremen, engineers and other city workers can communicate in real-time with citizen requests for service.

Karla Henderson

Karla Henderson was appointed by Mayor Dave Bing as the Group Executive of Planning and Facilities in August, 2010. She brings to that position over 16 years of increasingly responsible management experience in the administration of public services and resources. Her responsibilities include oversight of the Buildings, Safety Engineering and Environmental Department; the Detroit Building Authority; the Department of Administrative Hearings; the Planning and Development Department; the Mayor's Detroit Works Short-Term Neighborhood Intervention project and the Bing 10,000 Demolition Program.  She also serves as the Chairperson to the City of Detroit Brownfield Redevelopment Authority, the City of Detroit Local Development Finance Authority, and as Mayor Bing's designee to the Detroit Building Authority Board of Commissioners. She is a member of the Roosevelt Park Conservatory Board, the Detroit LISC Local Advisory Board, and is an Urban Land Institute Rose Center Fellow for 2010-2011.

Prior to joining the City of Detroit, Ms. Henderson worked for the City of Ann Arbor for 8 years as Manager of the Field Operations Services Unit. From 1996 to 2001, Ms. Henderson served as Director of Special Programs for the City of Highland Park. She holds a BS Degree in Public Resource Management from the Michigan State University and resides in Detroit.
